3.5 Development Planning of DEI in Chengdu
In accordance with the requirement of "striving to build Sichuan into the nationally leading and internationally renowned AC industry products R&D center" proposed by Du Qinglin, the secretary of Sichuan Provincial Party Committee as well as the informatization planning in the 11th Five-year Plan of Chengdu, Chengdu will center on the "Three News", break through annual overall allocation and accelerate the establishment of national network game, animation and cartoon industry development base to struggle for building Chengdu as a digital entertainment city of China.
The ultimate goal is to develop DEI in Chengdu as a new growth pole and the future pillar industry of Chengdu. In accordance with this goal, DEI is to achieve the following basic development goals during the 11th Five-year Plan:
To create Two Centers:
1、 To create the Chinese Digital Entertainment R&D, Production and Operation Center based on the National Software Industry Base in Chengdu Hi-tech Industrial Development Zone;
2、 To create the Chinese Digital Entertainment Consumption, Demo and Trading Center adopting the Street of Science and Technology in Wuhou District, Chengdu as the main carrier
To implement the Four Hundreds project:
1、 To incubate one hundred enterprises and studios engaged in digital entertainment;
2、 To develop one hundred digital entertainment products of indigenous intellectual property rights with ethnic cultures embedded;
3、 To achieve a industrial revenue of more than one hundred Yi (equivalent to a hundred million) RMB Yuan;
4、 To cultivate more than one hundred elite-typed talents in DEI.
Continue to solidify and consummate each state-level DEI base: To create the "China Ethnic Network games publication Project" and "Network games products Suitable for the Minors" based on the National Network Game, Animation and Cartoon Industry Base awarded by the General Administration of Press and Publication as well as the National Center for Developing Animation, Cartoon and Game Industry awarded by the Ministry of Culture; To strengthen the R&D and implementation of core techniques and promote the competitive power of DEI enterprises in China based on the National Digital Entertainment Technology Industrialization Base awarded by the Ministry of Science and Technology.
In 2007, Chengdu is oriented with high standard at DEI development and keeps on aiming at the goal of "nationally leading and internationally famous"; vigorously promotes, breaks through and implements the digital entertainment refined works project to create the China digital entertainment R&D, production and operation center and consumption, demo and trading center.
Chengdu will achieve breakthroughs on refined works and operation through creating the China digital entertainment R&D, production and operation center; and achieve breakthroughs on branding and structure through creating the China digital entertainment consumption, demo and trade center. Moreover, Chengdu will strive for the goal that in 2007, there shall be over 7 enterprises with the digital entertainment sales income exceeding 50 million RMB Yuan, over 3 enterprises with the digital entertainment sales income exceeding 300 million RMB Yuan, and a total sales income of 1,500 million RMB Yuan.
The concrete measures are as follows:
1. To create a nationally leading digital entertainment R&D, production and operation center
To implement vigorously the pan-enterprise strategy to acquire new breakthrough on products operation. To utilize the effects made by introduced enterprises such as Shanda (Chengdu) and Kingsoft(Chengdu); drive for introducing the Tencent customer operation and service center; support the Digital Entertainment Group, Aurora and Dreamwork, etc. in vitally conducting products operation service; support China Mobile in building the national wireless music base to conduct wireless digital music service, helping Chengdu obtain new breakthrough on the efficiency of products operation. To support and encourage multi-forms of inter-enterprise cooperation among the Digital Media Group-Microsoft, Cpsoft-Eutechnyx, Sichuan Jingrui-Jiangtong Group, United Ideas Software-risk investment partners, Bluevale-RIVERSTD. To increase the investment, enlarge the scale, strengthen the ability and expand the market to help Chengdu obtain new breakthrough on the mechanism of products operation.
To vigorously implement the refined works project to acquire new breakthrough on refined works. To encourage and support a batch of local enterprises in R&D and producing high-quality products into the mainstream market in China. To support a batch of series products with the on-line users exceeding 100,000, covered in the "China Ethnic Network games publication Project" and "Network games products Suitable for the Minors"; support a batch of mobile phone games in realizing operation, striving for a maximum downloading quantity entering in the top three places in China. Externally, to aim at highness and strive for cooperation with Disney; internally, to strengthen supporting level and enhance originated animation & cartoon, striving for an originating, producing and processing ability of more than 10,000 minutes as well as 5 animation & cartoon works broadcasted in CCTV and local televisions, with an overall level entering in the top five places in China. To support 3-5 video games in realizing operation based on the Microsoft XBOX video games platform; strive for making the Limiting Tennis enter in the Microsoft XBOX global release platform; and take up the XBOX R&D operations of Japan.
2. To create an internationally famous digital entertainment consumption, demo and trading center
To make high-level planning to acquire new breakthrough on orientation structures. In the oriented planning, using the Street of Science and Technology of Wuhou District as the carrier, to upgrade hardware sales of information products into modern information service and realize structural adjustment. Through optimizing resources distribution and exerting market effect, to promote "Made in Chengdu" products and create the internationally renowned digital entertainment consumption, demo and trading center by using the leading effect of GGL, SCEG, TFIC and professional clubs, the carrier of E-Sports professional training base, the brand of globally famous E-Sports games as well as the promotion mechanism of chain service covering the whole Sichuan Province.
To refine E-Sports and make new breakthrough on activity brands. To create the largest in Southwest China and nationally top-ranking digital entertainment E-Sports competition and training base; hold WSVG (World Series of Video Games) and strive for introducing the Digital Life (the most influential digital life expo in U.S.); conduct demo, trading and service as well as globally live program of games; and promote the internationalization level of digital entertainment activities in Chengdu, striving for making Chengdu as a world-class game activity center. In addition, E-Sports has become a formal competition item in the 11th Chengdu City Sports Games, fully adopting "Made in Chengdu" E-Sports platforms.
