3.4 Material Event and Achievement of DEI in Chengdu
Recordation of Chengdu Digital Entertainment Events
1. In December of 2002, the "DEI Branch" of Chengdu Software Industry Association was formally founded.
2. On March 27th 2003, the "2003 China International Software Workshop and Software Cooperation Fair" was opened in Chengdu. On the opening ceremony, Li Chuncheng, the deputy secretary of the Party Committee and the Mayor of Chengdu of the time (and the member of the standing committee and the secretary of Sichuan Party Committee now) addressed that "the development of software industry has an increasingly remarkable driving effect for local economy", "during the rapid growth of economy and the adjustment of economic structure, Chengdu Municipal Party Committee and government will continue to support the development of software industry". That means that Chengdu becomes the first city in China where the government treats digital entertainment as an industry for vigorous promotion. "Chengdu will make advantages of superior infrastructures and talents to greatly develop DEI and guide this industry in specialized, normative and internationalized way. Chengdu will acquire a leading role in the new round competition on developing DEI".
3. On May 22nd 2003, Chengdu Municipal government issued a formal notice. The "Leading Group for Development Promotion of DEI in Chengdu" was formally established, indicating Chengdu had forwarded a material step towards the determined goal.
4. In 2004, Secretary Li Chuncheng made a official reply to the subordinate that "we should greatly promote the digital entertainment industry of much potential and integrate it with propagating advanced culture and enhancing the development of relevant industries, in order to get multiple results from one effort"; Mayor Ge Honglin made another official reply that "we should strive for making R&D of digital entertainment software as the cut-in and breakthrough point of the great development of the software industry in Chengdu, meeting market demand and successively advancing towards the goal".
5. On March 31st 2005, the construction of "National Center for Developing Animation, Cartoon and Game Industry" was formally approved by the Ministry of Culture, PRC, which specified that the main purpose of the base was to conduct enterprise incubation, products development, talents cultivation and international cooperation.
6. On April 26th 2005, the Digital Entertainment Software Park of Chengdu Hi-tech Industrial Development Zone was awarded the first "National Network Game, Animation & Cartoon Industry Base" by the General Administration of Press and Publication, PRC.
7. On June 12th 2005, the National Digital Media Technology Industrialization Base was formally inaugurated in Chengdu Hi-tech Industrial Development Zone, Sichuan.
8. On July 21st 2005, the "2005 China-Britain Digital Game Workshop" was opened in Chengdu, which was jointly held by the British Consulate General Chongqing, the Leading Group Office for Development Promotion of DEI in Chengdu and Chengdu Informatization Office. The British Top 10 game producer representatives connected face-to-face with local game and software industry enterprises, which was the first time British digital entertainment enterprises had come to Chengdu for cooperation in large scale.
9. On February 26th 2006, the Chengdu Municipal Party Committee issued the No. 16 Document of Suggestions on Further Advancing Development Promotion of Software Industry. It was pointed out in the suggestions that the software industry of Chengdu should concentrate on developing 6 fields including software outsourcing, integrated circuit design, information security, digital entertainment, industrial application software and embedded software. The digital entertainment had been covered in the 6 fields.
10. On September 18th 2006, the Chengdu Digital Entertainment Information Industry (Group) Company was incorporated in Chengdu.
11. On November 7th 2006, Tianfu Software Digital Media Industry Group was incorporated in Chengdu.
12. On December 29th 2006, the inauguration ceremony of the "National Center (Sichuan) for Developing Animation, Cartoon and Game Industry" was formally held in the Tianfu Software Park of Chengdu Hi-tech Industrial Development Zone.
Achievements Made by Chengdu Digital Entertainment Enterprises
1. The Ask Tao developed by Sichuan 8760 Network Technical Co., Ltd. and the Country Land developed by Chengdu Noah Information Industry Co., Ltd. were listed into the "Second Batch of Recommended Network games products Suitable for the Minors by the Ministry of Culture".
2. The Kungfu Boy by Shanda (Chengdu) and Happy Story of Sanmao by CPSOFT were listed into the China ethnic network games publication project.
3. The Q Story of Spring and Autumn by Kingsoft-Chengdu Aden Studio, the Errantry Tao 2 by Dreamwork and SAGA ONLINE II by Aurora and other network games declared for the 2006 "China Ethnic Network games publication Project" and "Network games products Suitable for the Minors".
4. Through Britain-China digital entertainment international cooperation and exchange, CPSOFT, Wind-wing and BLUEVALE, etc. established the channels for talents training & feeding and for undertaking European and American digital entertainment related software outsourcing operations.
5. CPSOFT cooperated with the British internationally renowned racing game company -- Eutechnyx. Both parties would conduct cooperation in video games field, symbolizing a bridge between Chengdu game industry and the world.
6. The globally No. 3 and European No. 1 mobile phone games company -- Gameloft entered Chengdu Digital Software Park and had fast development.
7. Through the channel of risk investors, more than 20 games developed by UNITED IDEAS SOFTWARE were sold in Japan and Southeast Asia, realizing an income of over 20 million RMB Yuan.
8. H.O.G succeeded in developing 3G platform oriented "Wireless Media Server Video Application System" as well as the PC based and mobile phone synthesized cross-platform access technology.
9. The large-scale television play A Zhubajie Falling under the Sun made by Sichuan Jingrui Animation Co., Ltd. won the special award of "Cute Monkey Award" series animated cartoon in the 2nd China International Animation and Cartoon Festival as well as the award of Best Series Art Works in the China Golden-eagle TV Art Festival.
10. The large-scale 3D animated cartoon series Panda Babu made by Chengdu LOCOS was elected as the 2006 first batch of excellent made-in-China animated cartoons by the State Administration of Radio, Film and Television.
11. The flash cartoon film of How Long is the One Minute for You, Girls? made by Sinodoor became the first 3G cartoon to propagate abroad.
12. The series books of Dragon-horse Lamp made by Chengdu University won the honor of "National Children-group Top 10 Best Sellers".
13. The Jinsha Apollo Bird made by Sinodoor taking the background of local "Jinsha" culture was off production. The cartoon of Eight Honors and Eight Disgraces made by Chengdu University was completed and broadcasted in televisions.
14. The Stories on Credibility made by GHQY was listed as the target task of concrete deeds for the minors by Chengdu Spiritual Civilization Office.
15. The program of Focus of CCTV specially reported the animation & cartoon industry in Chengdu with the subject as "AC Products Calling for Made-in-China".
16. The introduced GGL held E-Sports games such as WSVG and College Internet Gaming, sponsored and assisted greatly by several internationally renowned enterprises including INTEL, ATI and FATALITY.
17. Chengdu Sports Bureau succeeded in holding the "3rd Chengdu E-Sports Game (CESG)", which had been held consecutively for three sessions and had become a nationally influential E-Sports game.
