3.2  Software and Hardware Environment of DEI in Chengdu

3.2.1 Local Environment of Chengdu

Deep cultural background, profound cultural accumulation, serried colleges & universities, various scientific research institutions and vital IT industry have laid a solid foundation for the development of DEI in Chengdu.

3.2.1.1 Location Advantage

As the capital of Sichuan Province, PRC and one of the 15 national sub-provincial cities, Chengdu is the political, economic, cultural, scientific, commercial and financial center as well as traffic and communication center of Southwest China. Presently, Chengdu City administers 10 districts, 4 sub-cities and 6 counties, with a total area of 12,400 km2. The build-up area of central city has an area of 283 km2 with a total population of 11,030,000, including a population of over 4,600,000 in urban area.

Chengdu has picturesque scenery, distinctive four seasons, tidy townscape, convenient traffic as well as very comfortable ecological human habitat environment. Chengdu has won the UN-Habitat Scroll of Honor Award 1998 and the "China Best Tourist City" jointly awarded by China National Tourism Administration and UN-World Tourism Organization.

3.2.1.2 Cultural Advantage

Chengdu is a famous cultural city of a long history of more than 2,300 years, where the resplendent ancient Shu civilization is gestated. During the development of Chengdu, the current and past governments all attach great importance to passing down of the immemorial historical culture. Currently, there are as many as 172 human landscapes and countless natural landscapes in the city. The Dujiangyan Irrigation System and Mt. Qingcheng have become part of the world cultural heritage; the Wuhou Temple and Du Fu Cottage are well-known all over the world; the Jinsha Relics wins acclaim as the peak of perfection; many world level tourism landscapes exist in the peripheral area of Chengdu, such as the Jiuzhaigou Valley, Sanxingdui Relics, Mt. Emei and Leshan Buddha. Once you come in Chengdu, the ancient Shu civilization of long standing and the both brave and resourceful Three Kingdoms Culture will make you kneel and worship; the elegant ecological environment at the habitat of giant pandas and the wonders of Sichuan Drama and Sichuan Cuisine will make you indulge in pleasure without stop.

3.2.1.3 Economic Advantage

As an especially large central city of Southwest China, Chengdu has a strong regional radiating and driving force for peripheral areas as well as considerable strength in many aspects such as economic gross, market, science & technology, finance, industry and infrastructure. The GDP of Chengdu amounts to 275,000 million RMB Yuan in 2006, ranking first among cities in West China and fourth among sub-provincial cities (excluding municipalities directly under the Central Government).

3.2.1.4 Talent Advantage

Presently in Chengdu and periphery areas, there are 40 common higher schools holding 514,355 college and junior college students (104,662 graduates in 2006) with 36 state key laboratories, 278 doctoral posts, 734 master posts, 28 post-doctoral scientific research centers and 54 centers for post-doctoral studies.

There are 76 common higher schools in Sichuan holding 860,640 college and junior college students (173,287 graduates in 2006) with 38 state key laboratories, 292 doctoral posts and 883 master posts.

3.2.1.5 Market Advantage

As a city having a population of over ten million, Chengdu is a especially big central city in West China and economic and trading center of Southwest China. The Sichuan Provincial market radiated and driven merely by Chengdu market has a population of over 86 million. The leading consumption concept and the life style of leisure and fashion of Chengdu people are even beneficial for the robust development of DEI.

3.2.2 Industrial Policy and Activity

The policy documents such as Policies and Suggestions on Encouraging Chengdu Software Industry Development and Suggestions on Further Advancing Development Promotion of Software Industry issued by Chengdu Municipal Party Committee and government in 2004 and 2006 respectively contain guidance, support, promotion manner and measure suggestions for the development of DEI.

In accordance with the Notice on Suggestions on Development Promotion of Domestic Animation & Cartoon Industry (GFB [2006] No.32) issued by the general office of the State Department, Chengdu Municipal Informatization Office has completed the research report of Status Analysis, Development Goal and Barrier-breaking Measures for Animation & Cartoon Industry in Chengdu, which analyzes the status of animation & cartoon industry in Chengdu and proposes several policy support measures. It is stated in the report that Chengdu should take a way of indigenous innovation by centering on the animation & cartoon industry and persisting in regarding animation & cartoon as a means, base as the carrier and originated contents as the core; attempt to build a development system for the animation & cartoon industry of beneficial cycle among production, learning and research, with market as the orientation, enterprises as the body and application & derivative development as the main line; endeavor to build Chengdu as the China originated animation & cartoon center and a state-level animation & cartoon base within national planning and layout.

In last decade, a variety of characteristic DEI subject activities have been conducted in Chengdu.

Since 1998, a new pattern of exhibition activities has successively formed including the "International Digital Entertainment Demo Week" held every year and the "Chengdu International Computer Festival" every other year by the government of Wuhou District, Chengdu, using the Street of Science and Technology as the main carrier. The exhibition economy is driving the development of DEI in Chengdu.

The 2004 First China (Chengdu) International Network Culture Festival and the 2004 China International Digital Entertainment Consumption Fair were held in September. The network culture festival is the first one that China uses the manner of "festival" to show network culture as well as a comprehensive social activity which the government participates in all along and organizes to conduct. The subject of the activity is "to prosper network culture market and propel the development of DEI".

In 8th-12th of August, 2006, the first "China Network Music Festival" was held by Chengdu Municipal government and China disc head office at the world-famous Dujiangyan Irrigation System, actively exploring for the development of digital music.

Since 2005, the DEI Summit Forum has been especially established during the CHINASOFT held every year in Chengdu, which enhances exchange and interaction between global digital entertainment enterprises.

On the 12th of August, 2006, the China Telecom Tianfu Internet Center (TFIC) was awarded the "Chengdu Digital Entertainment Demo & Promotion Center" by Chengdu Digital Entertainment Leading Group and the government of Wuhou District, Chengdu. TFIC has been engaged in conducting various player testing, release and product trading activities of digital entertainment as well as providing comprehensive services such as network education, community service and electronic commerce using its widely-distributed Internet bars.

In October of 2006, the Fifth Chengdu International Computer Festival with the subject of "enjoying digital entertainment and innovating for bright future" introduced the GGL -- global digital entertainment sports platform and conducted internationally and domestically high-specification E-Sports games such as the 2006 World Series of Video Games (WSVG) & College Internet Gaming.

3.2.3 The Construction of Software Park and Communal Platform

Directed by Chengdu Municipal Government and invested by Huacheng Information Industry Group, Chengdu Digital Entertainment Software Park (DESP) started to be constructed in 2003, and it is operated and administrated by Chengdu DESP Working Committee. Operating on a market-oriented basis, DESP provides a wide range of services including enterprise personnel training, technical support, market promotion, channel sales and product operation.

In China, Chengdu DESP has the largest floor space, the most entered enterprises, the most state awards and most support by the central government. As Chinese first DEI demonstration base of outstanding scale and excellent contents, leaders from the Central Government, ministries and commissions as well as provinces and cities have visited and inspected the park and the enterprises in it.

The DESP has a floor space of 50,000 m2 in the overall planning, including 33,000 m2 of Phase 1 and Phase 2 floor spaces. Phase 1 project of DESP is located in Chengdu Hi-tech Incubation Park of Chengdu Hi-tech Industrial Development Zone and was put into operation in July 2004; Phase 2 project sits in Tianfu Software Park of Chengdu Hi-tech Industrial Development Zone and was put into operation in October 2005. The DESP was awarded "the National Network Game, Animation & Cartoon Industry Base" by General Administration of Press and Publication, "the National Digital Media Technology Industrialization Base" by the Ministry of Science and Technology, and the "National Center for Developing Base for Animation, Cartoon and Game Industry" by the Ministry of Culture.

Currently, there are more than 40 digital entertainment enterprises in Chengdu DESP, including some renowned enterprises home and abroad, such as Shanda, Kingsoft, Tencent, Gameloft and Intel, as well as a batch of local game development, operation and animation & cartoon-making enterprises and talent cultivation institutions with indigenous characteristics, such as Tianjun, CPSoft, Zhangtongwang, Dreamworks, United Ideas Software, H.O.G, Tianyin, SeaSky NetJoy, Zhongxuan Digital, FreeWorld and Digital Entertainment Software College. These enterprises have released a great number of original digital entertainment products of independent intellectual property rights and provide services covering network game, mobile phone game, video game, animation & cartoon, new 3G service, digital music, new media of film & television, streaming media, game engine, IPTV and talent training.

In April of 2006, the "Intel-Chengdu DEI Center" was jointly established in DESP by Intel and Chengdu Municipal Government, providing local digital entertainment enterprises and software enterprises with all-round services and technical support covering R&D, testing, demo, verification, training, software as well as flow optimizing and solutions, etc.

Located at No. 8 Building of Chengdu Hi-tech Incubation Park, it is the world's first center for on-line game demo. As a convenient and open technical & commercial public platform, it can provide the world's most advanced IT demo and IT investment consultation service. The center has theme exhibition sections, including 4 critical sections of digital supply chain, i.e. Creation Section, Release Section, Delivery Section and Consumption Section. Through providing contents and relationship related to DEI supply chain, the center can help enterprises exhibit products and optimize solutions, providing a platform for international cooperation and exchange.

To meet the requirements of industrial development, Chengdu DEI Promotion Office is planning to launch the construction of Chengdu animation & cartoon communal technology anaphase production platform.
