| Chapter III Development Status of DEI in Chengdu 3.1 Introduction to DEI in Chengdu As the political, economic and cultural center of West China, Chengdu has been called "the City of Ease". The city has connatural advantages for conducting cultural and recreational activities. In April of 2006, the general office of the State Department transmits the Suggestions on Development Promotion of Domestic Animation & Cartoon Industry issued by 10 departments including the Ministry of Finance, Ministry of Education, Ministry of Science and Technology, Ministry of Information Industry, Ministry of Commerce, Ministry of Culture, State Administration of Taxation, State Administration of Radio, Film and Television and General Administration of Press and Publication. The Suggestions on Development Promotion of Domestic Animation & Cartoon Industry contains 28 articles and starting with establishing mechanism and strengthening policies, proposes that the ability of origination, development and production of the animation & cartoon industry in China will be great and top-ranking in the world in the coming 5-10 years. The proposal of Suggestions on Development Promotion of Domestic Animation & Cartoon Industry further confirms the confidence that Chengdu Municipal Government takes in developing DEI. The convincing measures and brilliant achievements of DEI in Chengdu in recent years have drawn wide attention from industry insiders. In 2006, the Chengdu Municipal Party Committee and government specially hold working conferences on software industry and issue the No. 16 Document of Suggestions on Further Advancing Development Promotion of Software Industry. As specified in the document, the Chengdu government will determine a batch of digital entertainment enterprises of outstanding scale and efficiency, powerful indigenous innovation ability, high management technique level, distinct product advantage and huge market potential in the fields of network game, mobile phone game, animation & cartoon and E-Sports, which will get key support from the government in resources such as market, technology and capital; and the government will actively support small and medium scale digital entertainment enterprises and guide them to take a specialization road, cultivate their indigenous innovation ability, guide and encourage a batch of small and medium scale digital entertainment enterprises to conduct regulating, affiliation, merger and recombination to realize concentrated development and to promote the leap-forward development of "Made in Chengdu" digital entertainment enterprises from small scale to large scale. In accordance with the goal of "Two Centers and Four Hundreds (TCFH)" determined by local DEI development guideline, Chengdu has exerted great effort in promoting DEI development and establishing a state-level DEI demonstration base which is internationally famous and nationally top-ranking. Basically, a pattern has formed with reasonable layout, clear structure, rapid growth and healthy development. The Digital Entertainment Software Industry Park with a floor space of 33,000 m2 has been built in Chengdu Hi-tech Industrial Development Zone. The "Street of Science and Technology" in Wuhou District creates and elementarily engenders a characteristic industrial area of digital entertainment demo & trading and E-Sports. Considering the relationship among the industrial chain and the principle of market-oriented resource distribution, Chengdu successively guides local enterprises in founding the Chengdu DEI (Group) and Tianfu Software Digital Media Industry Group and spares no effort to create and strengthen the local backbone digital entertainment enterprises. Through unceasing innovation, these digital entertainment enterprises have developed a variety of excellent digital entertainment products and provided numerous digital content service, with remarkable economic benefit obtained. With increasing attractiveness of DEI in Chengdu, technical talents in other places of the country and foreign countries are crushing in Chengdu in succession, leading to continuous improvement of innovation ability and market competitive power of DEI enterprises, vigorous promotion of industrial development and acceleration of beneficial cycle of DEI. Taking full advantages of the outstanding industrial cooperation & exchange platform such as CHINASOFT, EU-China Partenariat, Chengdu International Computer Festival, International Digital Entertainment Week, China On-line Music Festival and international E-Sports game, Chengdu has broadened the influence of its DEI with continuous acceleration of external development step. DEI is among the software industries of most characteristics and advantages in Chengdu. Chengdu has been successively awarded the "National Network game, Animation & Cartoon Industry Base" by General Administration of Press and Publication, "National Digital Media Technology Industrialization Base" by the Ministry of Science and Technology, and "National Center for Developing Animation, Cartoon and Game Industry" by the Ministry of Culture, etc. In 2006, there are more than 60 enterprises related to digital entertainment, nearly doubling compared with 2003; the employed are approximately 15,000, increasing by 50% compared with 2003; and the actual sales income exceeds 1 billion RMB Yuan. Totally, there are more than 60 kinds of choice goods put into production in 2003-2006. DEI becomes a new growth point of the software industry in Chengdu. At present, the DEI in Chengdu has three following characteristics: 1． From investment phase to yield phase Since 2003, the entire DEI in Chengdu has laid a solid foundation and many DEI enterprises have invested in product R&D. In 2006, a lot of "Made in Chengdu" products have obtained excellent achievements in sales, operation and broadcasting, etc.. 2． DEI enterprises are developing from dispersing small scale to the development phase of grouping large scale Many former small and medium scale enterprises of "skirmisher" type have been stepping towards the development phase of grouping scale. A satisfying pattern has shaped currently with Chengdu DEI (Group) and Tianfu Software Digital Media Industry Group as leaders leading relevant enterprises in the Industrial chain towards advantages complementation and mutual development. 3． From industrial elements-unconnected development to elementary formation phase of industrial chain A regional industrial chain of digital entertainment has elementarily shaped. The problem has been evidently solved that the connections among industrial elements and each part of the industrial chain are not close. The scale effect of industrial concentration and grouping has emerged. According to the latest Report on Game Industry in China (2006) issued by the "3rd China Game Industry Annual Meeting" held in Chengdu in January of 2007, the digital entertainment market in Chengdu accounts for 10% of that in China and the entire DEI ranks third in China. Chengdu has become a city of domestically leading DEI. |
